Atlantic Council’s Scowcroft Center for Strategy and Security names Tressa Guenov as its director of programs and operations and senior fellow


Washington, DC – 29 January 2025 – The Atlantic Council announced today that Tresa Guenov was appointed director of the program and operations and senior colleagues at the Scowcroft Center for Strategy and Security. Guenov was the main deputy assistant minister of Defense for International Security in the US Ministry of Defense from 2022 to 2024.

In his new role in the Atlantic Council, Guenov will lead the SCOWCROFT CENTER Operations – Geostrategy Initiative, Forward Defense, Indo-Pacific Security Initiative, Transatlantic Security Initiative and Adrienne Arsht initiative for national security resistance.

“We are fortunate to welcome Tres as a unique qualified national security expert and recognized it with a leader with a diverse, high experience of Pentagon policy, on the hill and in the private sector,” said Atlantic Council President and Frederick Kempe CEO. “I am convinced that with the addition of Trass’s significant experience, Scowcroft Center is well positioned to continue his top work and upgrade on his global reach in working with allies and partners.”

In the US Ministry of Defense, Guenov has guided the efforts of politics and management for over 120 countries in four basic offices that covered Africa; Europe and NATO; Middle East; Like Russia, Ukraine and Eurasia. Guenov has previously served as a senior advisor to the Deputy Minister of Defense Kathleen Hicks, as an act of Assistant Assistant Secretary of Defense and PDASD for legislative questions, and a special assistant at the Policy Defense Defense. At Capitol Hill, she earlier worked as a professional member of the Senate Intelligence Committee, including as a named Senator Barbara Mikulski, and was a National Security Advisor Claire McCaskill. Guenov also served in various capacities in State Department, Lockheed Martin, and at the Center for Strategic and International Studies.

“Tressa was on the front lines of efforts to critical defense of diplomacy around the world,” said Matthew Kroenig, Vice President and Senior Director of the Scowcroft Center. “She is a proven leader, a manager and an innovative solution to a problem that brings a critical understanding of complex issues of global security to the Atlantic Council.”
